Biographies
Andrea Sutcliffe
Andrea joined the Commission in November 2007 from the National Institute for Health and Clinical Excellence (NICE) where she was Deputy Chief Executive and Planning and Resources Director.
Andrea brings a wealth of experience to the Appointments Commission with over twenty years in the health service and local government. Having graduated from the London School of Economics where she read history, Andrea began work as a finance trainee, qualifying as an accountant in 1990. She subsequently moved into business planning and contracting and then into general management, managing community and acute services for older people, women and children and neurosciences. Immediately before joining NICE, Andrea was the Assistant Director for Performance Management and Resources in the Social Services department of the London Borough of Camden.
Andrea is keen to ensure that the Appointments Commission provides a responsive, professional and flexible customer service while maintaining its high standards of independence and rigour. She believes the Commission has a key role to play in strengthening good governance in the NHS and the wider public service.
Janice Scanlan
Janice has had a long career as a civil servant, serving in a number of Departments, including the Inland Revenue and the Benefits Agency. Janice moved to the Department of Health in 1982, where she served in a number of roles including IT and information management and Ministerial briefing. In the last ten years, she had responsibility for the recruitment of lay members to health boards. She ran the first ever national recruitment campaign for public bodies, which resulted in 11,000 expressions of interest. She was instrumental in the establishment of the Commission, which she joined at its establishment in 2001. She is an expert in public appointments, particularly in the legislation surrounding them, and is experienced in dealing with Departmental and Ministerial priorities.
Chris Dye
Chris has worked in either the NHS or the Department of Health for nearly 30 years in a variety of roles. Chris was initially an NHS accountancy trainee, becoming regional headquarters accountant for the Mersey Regional Health Authority in 1990. Other roles have included hospital manager for a large acute hospital and patient and public involvement lead for the north west region. At the Commission, Chris has been responsible for the training and development of chairs and non-executive directors both regionally and nationally and is now managing the new induction programme.
Jan Nottingham
A senior manager with public and private sector experience, Jan specialises in training and development of senior staff and project management. Previous experience includes the development of senior police officers and legal practitioners, project management in the public and private sectors and acting as change consultant during information systems implementation into both the NHS and blue chip and medium sized companies. Jan leads the team responsible for recruitment to national public bodies within the Department of Health and other Government Departments.
Joy Everall
Joy has held various management roles in the NHS over a career of 27 years. After graduating from Leicester University with a BSc Hons in psychology, she joined the NHS National Administrative Training Scheme working in North West Thames. She returned to Yorkshire and became responsible for learning disability services in Leeds. From then she went on to various planning and general management jobs in community and mental health services, culminating in being responsible for community health services for Leeds, including services for children. Following this she worked for Leeds Health Authority as project manager for the establishment of Primary Care Trusts in Leeds. Joy joined the Commission in April 2001 and heads the NHS Client Services Team.
Ness Clarke
Ness worked for six years for the Department of Heath in policy development and public appointments before joining the Commission in 2002. Ness has overall responsibility for recruitment to local NHS organisations and has particular expertise in the area of appointment process development.
Lynn Shadford
Lynn qualified as an accountant in a large firm of chartered accountants and then spent time in their audit and exam training departments. She worked in the NHS for a number of years with experience in a local FHSA, Health Authority and PCT before joining the Appointments Commission in 2002.
